The Digital Battlefield
National defense has traditionally been defined by visible terms: aircraft carriers, missile shields, armored divisions, and industrial capacity. This isn’t to say these tools don’t remain important, but in the 21st century, a nation’s strength is measured not only by what it can deploy on the battlefield, but by whether its digital infrastructure can withstand the attack.
President Trump’s signing of National Security Memorandum-12 is an important recognition of that reality. The document modernizes cybersecurity for America’s most sensitive military and intelligence computing systems, signaling the United States intends to defend not only its territory, but the networks that increasingly determine economic and military power.
The president’s efforts could not come at a more pressing time.
According to IBM’s latest Cost of a Data Breach research, the average global breach now costs organizations millions of dollars, while attacks on critical infrastructure are becoming increasingly frequent and sophisticated. Global cybercrime damages are now reaching into the trillions annually. If it is this damaging for the private sector, imagine the scale of harm it could cause the government.
America’s adversaries already understand this. China, Iran, Russia and others are increasingly targeting civilian infrastructure, supply chains, databases, research institutions, and defense-adjacent systems because modern war is no longer confined to the battlefield. It is foolish to pretend otherwise.
Think of power grids keeping millions of families warm. Think of the satellites providing internet to hospitals, military installations, and Fortune 500 companies. Think of the cloud architecture and AI models it takes to run our digital economy.
The NSPM-12 takes a practical approach to secure these assets.
The memorandum focuses on protecting National Security Systems (NSS), the government’s most sensitive computing infrastructure used for classified information and military and intelligence missions. It establishes clearer governance structures and accountability standards while ensuring systems operated by civilian agencies receive cybersecurity protections comparable to those safeguarding defense and intelligence networks.
One of the memorandum’s most important reforms is the reestablishment and modernization of the Committee on National Security Systems for the first time in over three decades. The committee is tasked with establishing baseline cybersecurity requirements, coordinating implementation across agencies, and issuing binding security directives to operators of national security systems.
Our country has struggled with fragmented digital control across agencies for years. Security gaps do not emerge because America lacks the ability, but because responsibility is overly dispersed. Worse, no one wants to claim the poor outcomes.
This memorandum addresses that problem directly.
By giving the National Security Agency clearer authority as National Manager for National Security Systems, President Trump is allowing the agency to apply its expertise across government networks.
This arrives at exactly the moment America enters a defining competition over artificial intelligence.
AI is rapidly becoming the operating system of global economic growth and military logistics. The administration has already emphasized secure deployment of advanced AI capabilities across national security institutions while expanding cybersecurity protections around those systems.
The AI race is not simply about who builds the smartest models, but about who can protect them.
The nation that cannot secure its computers, defend its classified systems, and protect its digital infrastructure will eventually lose its technological edge no matter how innovative it tries to be.
